Officially, you are allowed to rent what you own. Many people rent out other properties.

Why is ROFR significantly greater for 4800 vs 5000 pts?

Hilton is actively buying back the Platinum units. Since 4800 points is a Platinum 1 bedroom and 5000 points is a gold 2 bedroom, Hilton will pay much more for the 4800 point package.
